What are tags?
A "tag" is like a keyword. Tags can help you to group files which have something in common.
Why should I use tags?
Well, first of all, you can add as many tags as you like to a file, instead of having to go for a single folder. This has a nice side-effect: By assigning multiple tags to a file, you relate them to one another, which greatly improves your browsing experience - all the related tags are shown, as soon as you select a single one.
Then there is another thing, which will be especially interesting for the GTD crowd: tags can not only be used to describe a files meaning, but also to give the files a status - like todo, priority and the likes. To make it short: Tags give you more freedom in organizing your data!
